Summary
Privately tutored about 1814 by Dr. C.E.H. Orpen (q.v.); his success inspired Orpen to found Ireland's first school for the deaf, the National Institution for the Deaf and Dumb of Ireland (a.k.a. Claremont Insitution) in 1816. Collins became the first pupil enrolled in the Institution.
