Born deaf to deaf parents in the Bronx, NY; graduated the Lexington School for the Deaf, 1958. B.A. (1962) and M.A. (1964) from Gallaudet College; Ed.D. (1980) from Catholic University. Rehabilitation counselor in Washington, DC 1964-1966; various education and teaching jobs 1966-1978, then director of The Special School for the Future; appointed Dean of the College of Continuing Education at Gallaudet College in 1981, then Vice President for Academic Affairs at Gallaudet, 1993-1999. Served as president of the National Association of the Deaf 1990-1993 as well as being on the board of several other deaf organizations, including the board of the World Federation of the Deaf 1995-2003. In 1999, became a graduate professor of administration and supervision at Gallaudet, but left a year later to become executive director of the Council on Education of the Deaf. In 2006, became director of the National Center on Deafness at California State University, Northridge.
