Summary
Earned a 3-year social science degree at Makerere University, Uganda. Chairman of the Uganda National Association of the Deaf and deputy executive director of the National Union of Disabled Persons of Uganda. Under Uganda's 1995 constitution, which designates 5 seats in its parliament for disabled persons, in July 1996 he defeated 6 other disabled candidates to become the first known deaf person to become a member of the national parliament of any African country.
