Summary
Spelling of surname uncertain (may have been "Roch"). A contemporary of Charles Shireff (q.v.); born deaf near Youghal, County Waterford; sent to Dublin for schooling, but went into painting of miniatures instead, self-teaching himself in that art. Resident of Dublin and Cork, Ireland, and Bath, England. Died at home in Ireland and buried in the family plot at Ardmore, County Waterford. Many of his miniatures are in the National Gallery of Ireland and in the Holbourne Museum, Bath.
