Grew up in Indiana and probably attended the Indiana Institution for the Deaf and Dumb. Became a teacher there 1860-1868, then principal of the Nebraska Institute for the Deaf and Dumb 1869-1871. Went to Wyoming intending to found a school for the deaf there, but it did not happen because the Wyoming legislature failed to provide the promised financial support. Moved to Dubuque, IA and established the Eastern Iowa School for the Deaf in 1888, which lasted 11 years. What happened to French after the school folded in 1899 is not known.
