Summary
Graduated from the Virginia School for the deaf; became postmaster of Walkerton, William County, VA. Also wrote articles for various periodicals, and was also a noted trainer of setter and pointer dogs, using signs to train them. He also ran a merchant business. The story is told that Turner, a Republican appointee, was in danger of losing his postmaster job when the Democrats won the next election. An intervention by John Wise, for whom Turner trained dogs, caused President Grover Cleveland to refuse attempts to oust Turner even though Cleveland was himself a Democrat.
