Graduated the West Virginia School for the Deaf; B.A. (1961) and Ph.D. (1994) from Gallaudet University; M.A. from California State University at Northridge. First Black deaf teacher at the Governor Morehead School, Raleigh, NC; first Black deaf branch chief in the U.S. Department of Education (Office of Special Education and Rehabilitation Services, Captioning and Adaptation Branch). Co-author (with Linwood Smith, q.v.) of Black and Deaf in America: Are We That Different.
