Summary
Born at Milton, PA; deafened by measles at age 3. Attended public schools, graduating high school in 1965; first deaf graduate of Western Maryland College (1969); M.A. (1971) and honorary L.L.D. (1981) from Gallaudet College. Worked for various agencies and programs; masterminded the 1977 protests that led the U.S. Dept. of Health, Education and Welfare to stop procrastinating on regulations for implementing Section 504 of the Rehabilitation Act of 1973; also helped create the Americans with Disabilities Act of 1990. Professor at Hofstra University, 1989- . Author of several disability-advocacy books. 1986 autobiography is Changing the Rules.
