Summary
Born deaf; attended the Petersburg Institute for the deaf until 1870. Worked as a clerk in a government department in St. Petersburg, then set up a section for the deaf in an orphanage in Novocherkassk, working there for 30 years. Wrote and published textbooks for the deaf. His brother, also deaf, was Aleksandr Andreevich Burmensky (q.v.).
