Summary
Hearing. Born at Newton Falls, MA; graduated Radcliffe College in 1921; the same year, began working in the U.S. Treasury Dept. as a clerk, eventually becoming involved with early Federal agencies concerned with disability matters. In 1950, became director of the Office of Vocational Rehabilitation, and was very influential in getting Federal programs to support and rehabilitate disabled persons, including the deaf. In 1967, she became the administrator of the Social and Rehabilitation Service in the Dept. of Health, Education and Welfare. Among other things, she helped write the legislation and develop the guidelines for establishing the National Technical Institute for the Deaf, and also helped found the National Theatre of the Deaf. Honorary Ph.D. from Gallaudet College. Retired one year before her death.
