              Summary
              Born at Waseca, MN; deaf from scarlet fever between 6 and 7 years old. Attended public schools, the Minnesota State School for the Deaf, and Gallaudet College (B.A., 1896). In 1896, took civil service examinations for observer in the U.S. Weather Bureau and passed, but was not appointed to a position. Took a job as laborer in the Weather Bureau to gain more insight, and in 1898 succeeded in being appointed as a weather observer. Assigned to stations in CA, NV, OR, and DC. In 1897, married Emma A. Vail.
