Graduate of Model Secondary School for the Deaf and of Gallaudet University; in November 1999, ran unsuccessfully for a seat on the city council of Greenbelt, MD. Married Jeanette Pereira. In 2000, opened his own private law practice in Laurel, MD. Became Director for Law and Advocacy with the National Association of the Deaf, then left in 2006 to become director of legal and regulatory affairs at Hands On Video Relay Service. Co-author of the book Legal Rights: The Guide for Deaf and Hard of Hearing People.
